Atty. FERNANDO S. PEÑARROYO is currently the Chairperson, Professional Regulatory Board of Geology of the Professional Regulation Commission. He is also the Managing Partner at the Peñarroyo and Palanca Law Offices. Qualified as a lawyer and geologist, he practices in the areas of energy, resources, and infrastructure law and worked for the government and private sector, both locally and internationally. 

Highly distinguished in his field and profession, Atty. Peñarroyo has received formal recognition from his peers and industry by being involved in arbitration proceedings as member of Panel of Arbitrators in high-value and impact cases. He was also engaged as expert resource person for development agencies like the World Bank, United Nations Development Program, and Japan International Cooperation Agency, and consultant for legislative committees on energy, resources, water and environmental issues.

Atty. Peñarroyo was the former President of the Geological Society of the Philippines, current Vice President of the Philippine Mining and Exploration Association, and former Director of the International Geothermal Association and National Geothermal Association of the Philippines.

He lectured at the Asian Institute of Technology (Bangkok) and the University of the Philippines National Institute of Geological Sciences. He has a Masters in Law from the University of Melbourne in Australia, Juris Doctor and Bachelor of Science in Geology from the University of the Philippines
