Rainier M. Halcon is a public sector professional with over 16 years of experience in geothermal and renewable energy development, policy implementation, and public administration. He currently serves as Officer-in-Charge (Chief Science Research Specialist) at the Geothermal Energy Management Division under the Department of Energy’s Renewable Energy Management Bureau in the Philippines.

Rainier leads initiatives that promote sustainable geothermal energy development, including overseeing the Philippine Geothermal Resource De-risking Facility in collaboration with the Asian Development Bank. He has played a central role in implementing key government programs such as the Open and Competitive Selection Process (OCSP) for awarding geothermal projects, and has managed successful, locally funded projects—even amid the challenges of the COVID-19 pandemic.

He holds a Master’s in Public Administration from the Polytechnic University of the Philippines, a Postgraduate Certificate in Geothermal Energy Technology from the University of Auckland, and a BS in Geothermal Engineering from Bicol University.
